Reports on submissions received arising from public consultation on Towards Better Regulation

This document contains two separate reports on submissions received, arising from the public consultation process on Towards Better Regulation which took place over an 18 week period in 2002. These reports are, respectively, a narrative overview of submissions prepared by the Department of the Taoiseach and a commentary on themain themes and issues prepared by Prof. Philip Lane of TCD.
While this document may help readers to get a sense of the issues raised in submissions, it is strongly emphasised that the reports do not purport to summarise or to fully reflect the content and complexity of the submissions received. Where particular correspondents are identified, this is done mainly to show evidence ofsupport for a particular point - it is not intended to convey that these correspondents were the only ones that made particular points, nor that the submissions were confined to the points selected.
Interested parties are strongly advised to read the full text of all submissions received.
