Progress Report on the Implementation of the Government White Paper "Regulating Better"

Introduction

The Government’s White Paper, Regulating Better, published in January 2004, set out six principles of good regulation [1] and outlined a series of actions for their implementation, including making changes to existing regulatory practices and introducing some new measures. 

The Better Regulation Group [2] was established in 2004, following the publication of the White Paper, to oversee the implementation of the Action Programme referred to above.  The White Paper committed that the Better Regulation Group would report back to Government on progress in implementation of the White Paper commitments by Departments, Offices and Agencies.
